SBA Paycheck Program
It provides a direct incentive for small businesses to keep their workers on the payroll.
Qualifications: Small Business, Non-profit, Sole Proprietors, Independent Contractors, and Self-Employed Persons

Employment Development Department
Partial wage replacement benefits and payments to workers who have lost their job or have their hours reduced, through no fault of their own. Range from $40-$450 per week for up to 26 weeks.
Qualifications: If you have lost your job or have had your hours reduced for reasons related to COVID-19

C-19 Working Capital Microloan
It provides up to $50,000 to cover; shortfalls in payroll, rent, utilities, and insurance payments because of COVID-19. CDC can generally fund in 5-7 days
Qualifications: 680 Credit Score with a variable interest rate of Prime Rate + 1%. The prime rate is currently at 3.25%
